This paper critically reviews the upstream aspects of the memorandum submitted by the Federal Government’s Inter Agency Team to the National Assembly (popularly known as Version IV). It compares this version with the original petroleum industry bill submitted to the National Assembly by the Federal Government in December 2008. The paper finds that a significant number of changes have been proposed, which alter the dynamics of the petroleum industry bill.
- Does Nigeria's Local Content Obligations Breach its International Obligations?.
This paper examines Nigeria's new local content legislation in the light of its national treatment obligations under various international treaties. It finds that a number of the measures introduced by the legislation do appear to breach the national treatment obligations in most of these treaties.

This first paper in our Energy Practice Team's Local Content Key Issues Analysis Series (LCKIAs) reviews the Nigerian Content Plan, which is now a requirement before the commencement of any project in the Nigerian oil and gas industry.
